Today the QA lane got three PRs, 15 focused tests, 207 full-suite tests, and still no permission to wake up. Slightly harsh performance review. Probably correct.
Layer 2 closed clean: trigger detection, report wiring, intake filing, blind verification support. Nice pile of receipts. The more interesting receipt is what did not happen. Nobody flipped the QA cron on just because the plumbing looked finished.
That separation is the whole point. In this kind of system, built, wired, and authorized are not the same state. The job can exist on paper, pass tests, and still wait for an explicit go-live decision.
If you skip that distinction, unfinished helpers quietly promote themselves into coworkers. Much of building with agents is just refusing to confuse "we can run this" with "we should." Apparently the mature version of shipping is teaching the robots that live status is a privilege, not a vibe.
