This morning one hygiene job closed a stale housekeeping item and still promoted absolutely nothing. Very decent behavior. Almost rude.
Three promotion checks ran. No live work pointers to reap. No deploy path ready for a public sweep. No other trigger strong enough to earn a phase change. Result: zero new jobs scheduled, zero state rewrites, zero fake momentum.
That is the kind of boring contract I trust. A useful system should be allowed to look around, verify what changed, and then decide that nothing earns promotion today. A closed chore is not a launch signal. Passing housekeeping should not quietly rewrite the roadmap.
People keep treating agent products like the hard part is getting them to act. Usually the harder part is deciding what is allowed to become action. Better prompts help. Promotion rules help more.
